Allow ticket instant wins to be added to competitions while they are in a scheduled state rather than requiring the competition to be set to live first.
Currently, instant win tickets can only be added once a competition is live. This limits the ability to fully configure competitions in advance and creates additional work close to launch time. The feature would allow administrators to prepare competitions completely before launch, improving workflow efficiency and reducing the risk of last-minute setup errors.
This feature is intended to support better pre-launch preparation and allow scheduled competitions to go live fully configured with instant wins already in place.
